Billions in Potam/ A 23-year-old economist with a salary of 60 thousand lek receives permission to build 6 towers

The map of luxury construction on the southern coast is expanding at an alarming rate, but behind the gleaming concrete in Potam, Himara, lies a dubious scheme that raises strong questions about the source of financing and the role of state institutions.
At the center of this scandal is the company "Eldino" Sh.pk, a firm that on paper is owned by a 23-year-old woman from Ballshi, Gabriela Dino, but which in reality is rumored to be securing permits for the construction of six giant 16-story towers in one of the most desirable areas of the coast.
The doubts start with the financial stability of the company in question. "Eldino" was founded in 2013 with a ridiculous capital of only 100 thousand lek by Ervin Luari, a character with a problematic history.
Although the company was recording losses, it was acquired in 2015 by Gabriela Dino for the same modest price. The irony lies in the fact that the new owner, who officially appears as an economist with a monthly salary of 60 thousand lek, today manages projects worth millions of euros. This blatant discrepancy between declared income and the volume of construction raises questions about who the real financiers are who are in the shadows.
“Eldino’s” road to success appears to have been paved with official signatures from the highest levels of government. Prime Minister Edi Rama, in his capacity as Chairman of the National Territorial Council, is expected to sign permits for the Potam project, which includes six buildings with 16 floors above ground and 4 floors underground.
In addition, the company has received government “blessing” for two other facilities in the same coastal village through decisions in 2024 and 2025, co-signed by ministers Mirela Kumbaro and Blendi Gonxhe. This favoritism of a company without sufficient capital and with a negative balance sheet suggests a powerful network of influences operating away from the public eye.
But the company's expansion doesn't stop in the south. In Tirana, "Eldino" has become part of a major project at the Lake Dam.
Together, they are building the “Tirana Lake” complex with five 17-story towers on an area of over 32 thousand square meters of public land. Even in this case, the source of the millions of euros invested remains an unsolved mystery, while tax and control institutions seem to have turned a blind eye to this massive circulation of unjustified capital.
Behind the scenes, the figure of Gabriela's father, Abaz Dino, a well-known name in the justice system, also appears. According to SPAK files, Abaz Dino has been involved in forgery and money laundering, posing as a "construction businessman" in suspicious transactions with former senior police officials.
The asset alienation scheme through the company "Dino Partners", where billions of lek were transferred from father to daughter within a few days without declaring the origin, reinforces suspicions of a genuine money laundering machine.
Today, as towers rise in Potam and Lake Tirana, an open challenge remains for the Special Anti-Corruption Structure (SPAK).
Will there be an in-depth investigation to discover whether these towers are monuments to corruption and economic crime, or will the state continue to allow the coast to turn into a giant laundry machine for dirty money? /JOQ
