The "Chinese" of Bankers Petroleum are back in SPAK, the Special Prosecution is investigating billions of lek affairs to the detriment of the Albanian state

The Chinese executives of the "Bankers Petroleum" company appeared this Monday at the Special Prosecution Office in implementation of the security measures that the prosecution has imposed against them and as part of the in-depth investigations into one of the criminal schemes that has cost the Albanian state billions of lek in damages.
The investigations against them are related to the operation carried out in the first days of July 2025, when the Fier Prosecutor's Office ordered a surprise action at the headquarters of the company "Bankers Petroleum Albania", issuing 14 security measures for employees. For competence, the file was transferred to SPAK.
The criminal proceedings were registered on 30.12.2024 and the investigations began after a referral from the Tax Investigation Directorate to the General Directorate of Taxes and after a 6-month investigation also with proactive investigation methods, in close cooperation with the Tax Investigation Directorate.
It turned out that the company "Bankers Petroleum Albania Ltd", from 2004 to the end of 2024, has been operating at a loss, which has meant that the Albanian state has not benefited from any income for 20 years from this activity, despite the fact that significant quantities of fuel have been extracted and traded in areas known to have oil reserves, Patos-Marinëz-Fier.
It was observed that the company has made exports and sales within the country from 2004 to 2024 in the amount of 532,433,614,112 lekë. It also results that the company has declared tax expenses in amounts that exceed the income from exports and sales, resulting in a loss in each fiscal year, where the total value for all periods is in the amount of 11,691,799,688 lekë.
From the investigation, it is suspected that the damage caused to the state budget, through VAT benefits, is in the millions of euros.
It is suspected that, throughout the entire period it has been operating, the company "Bankers Petroleum Albania Ltd" has fictitiously increased its expenses, in order to result in a loss in the annual balance sheet, and then has not paid any tax on the profit, but has benefited from VAT reimbursement through fraudulent schemes, assisted by other individuals and companies contracting with it, with various facilities and activities.
To achieve this goal, the company and its employees are suspected of falsifying various documents and carrying out financial operations of various natures with various operators and individuals both inside and outside Albania.
The number one person at the company, Hongping Xiao, who had been running Bankers Petroleum for years, was arrested, as was its former manager, Leonidha Çobo.
