From Salillari to Arbër Abazi and Sako, who shared Balluk's "160 million USD cake" on the Tirana Ring Road

The Special Prosecution Office (SPAK) has raised suspicions that Deputy Prime Minister and Minister of Infrastructure, Belinda Balluku, has a key role in piloting at least 7 tenders related to the construction of the Tirana Ring Road to certain companies.
This Tuesday (December 16, 2025), prosecutors submitted to the Albanian Parliament the request to authorize the arrest of Balluk, the most important move against corruption in Albania.
In the request to the Parliament, SPAK informs the MPs that it is seeking authorization to arrest the government's number two, as they suspect that she has manipulated at least 7 tender procedures. These suspicions are added to the accusation, already raised against Belinda Balluku, for the 180 million euro tender for the Llogara Tunnel.
" Boldnews.al " has conducted verifications in the official Public Procurement Bulletins on tender procedures, for which the arrest of Belinda Balluku is requested.
There are seven tenders, conducted in 2021 by the Albanian Road Authority (ARRSH). Six of the procedures were announced on the same day, on the hot day of August 13, while the last one was in October of that year.
In total, the limit fund for the seven suspected fictitious procedures is over 16 billion new lek or about 160 million USD.
Among the winners, companies that are a major part of the "pie" of public funds stand out. Among them, Arbër Abazi's "Alko Impeks", Pëllumb Salillari's "Salillari" and "2T", with Artan Sako, the brother of the newly elected mayor of Tepelena by the Socialists, Gramoz Sako, as a shareholder, stand out.
