
With assets seized for drug trafficking/ Pashk Rrapi of “Alesio 2014”, permission for 3 towers in the name of the economist and his brother-in-law


In June 2022, SPAK struck Pashk Rrapi, also known in the criminal world by the names Pashuk Gjini and Anton Gjinaj. This name had long been on the blacklist of law enforcement agencies, labeled as one of the main barons of international drug trafficking. What SPAK presented at the time as a major victory against the wealth of organized crime was the seizure of an entire financial empire.
Rrapi owned, through the main company "Alesio 2014", a network of construction activities, where millions of euros from drug trafficking were allegedly channeled. SPAK seized the company, along with 22 other assets that included land, apartments, cars and bank accounts.
At the time, there was talk of a great success. But three years later, Dosja.al's research shows that SPAK's crackdown has resulted in a "bubble": Rrap's network has continued its activity using close people as camouflage. More specifically, Pashk Rrap's economist and brother-in-law.
Just four months after the seizure of Rrap's assets, on October 10, 2022, the economist of "Alesio 2014", Arjola Hysa, 30 years old, registers a new company with the Central Bank: "Hein Invest shpk", with a capital of only 100 thousand lek. For 3 years, the company has not submitted any financial statements. However, this phantom company reaches where many other investors cannot and receives permits for two giant construction projects.
Pashk Rrapi's economist, Arjola Hysa, has received two permits:
First permit: in November 2024, for a complex of three towers with 23, 25 and 27 floors above ground and 3 floors underground, in Shqiponja Square.
Second permit: in January 2025, for another residential complex, this time with 24, 26 and 28 floors above ground
Two building permits within two months for a company with no balance sheet, no employees and closely linked to a convicted drug trafficker.
All of these permits were approved by the agency run by Adelajda Roka, whose brothers are currently in prison for another SPAK investigation for involvement in the drug trafficking of Suel Çela's group.
At the beginning of 2025, another name comes into play: Viktor Kola, his nephew. He registers the company “Midha shpk” in 2022 with the same characteristics as “Hein Invest”: no real capital, no balance sheet, no employees.
However, on March 26, 2025, this company obtained a construction permit for another project: "Guri Tower", a tower that will be built in Tirana.
Legally, SPAK has blocked assets and activities directly linked to Pashk Rrapi's name. But the law does not prevent close people from creating new companies and obtaining construction permits, even if the connections are obvious.
In this case, two people economically and familially dependent on Rrapi have taken over construction projects worth tens of millions of euros.
A question naturally arises: where will they find the funds? Banks require balance sheets and guarantees for lending, while these companies have no financial activity. The answer is simple: the money that cannot be passed on to Rrap is recycled through his trustees.
