Millions of AKSHI/ Geron Meçe was 'eliminated' from partnership with Rama's baxhanak, after being summoned to SPAK, hostage-taking after resistance

SPAK today declares that businessman Gerond Meçe has been taken hostage, because he entered the competition, disrupting the calculations for the pre-determination of tenders. But Gerond Meçe turns out to be a prestanoma on behalf of Armand Frangu, the prime minister's cronies. In fact, the companies opened by him and Armand Frangu have left sufficient traces of where at least 53 million euros and over 800 transactions of AKSHI in favor of their companies ended up.
Armand Frangu, Prime Minister Edi Rama's confidant, according to data provided by the Central Bank, is a shareholder in two companies: B360, co-founded with Gerond Meçe, and SIRMA, founded in 2017 with partner SIRMA Inc., where Armand Frangu owns 45% of the shares. Both companies provide IT services.
The PLUG show analyzed the data of these companies and their employees, where the first traces of connections between Gerond Meçe's companies and Armand Frangu's were found, to later verify whether Frangu had benefited from public money through ABS.
For this, the LinkedIn profile of employee Gloria Avramushi comes to our aid.
Gloria Avramushi completed her bachelor's degree in 2017 and immediately started working at the company SIRMA, where Armand Frangu is a shareholder.
On LinkedIn, Ms. Avramushi details some of the projects she has had over the years as an employee, including:
One project is that of “Certificates of Professional Competence” from the Directorate of Road Transport. According to LinkedIn, SIRMA has built the software system for driving licenses. This project was implemented in the period February 2019 - March 2020. From the data collected, it results that the ABS company has won the tender developed by AKSHI in 2018: the tender “Completion of driving license systems” worth 187 million lek.
"Time Attendance", also from AKSHI, is another project developed between October 2018 and April 2019.
“Document Management System (Save the Children Albania)” is another project won in December 2017. This project would not be of interest to anyone as it is a relationship between private entities, but for PLUG it would be another connection between Armand Frangu and Gerond Meçe.
It is now clear that Armand Frangu has benefited from public funds through his former partner Gerond Meçe. This connection has been proven before between the companies ABS and B360, where according to the balance sheets they have been receiving and providing services to each other since their establishment. It is not known whether this is a relationship of friends or neighbors, since exposed to the conflict of interest, in writing they result in separate businesses.
Një tjetër lidhje e fortë mes bizneseve të Armand Frangut dhe Gerond Meçes është edhe vendndodhja e bizneseve. Edhe pse të ndarë në letra, bizneset që i lidhin ata mes tyre janë në të njëjtën adresë. Kompanitë e Frangut dhe Meçes, në periudha të ndryshme, kanë deklaruar të njëjtën adresë: Njësia Bashkiake nr. 2, Rruga “Papa Gjon Pali II”, Pallati 11, por në apartamente të ndara.
Më 29 prill 2015, kompania Advanced Business Solutions, e njohur shkurt si “ABS”, shtoi adresën Rruga “Papa Gjon Pali II”, Shkalla 1, Kati i 5-të, Apartamenti 13. Kjo adresë ka qenë funksionale deri më 8 qershor 2022.
Më 4 dhjetor 2012, kompania B360 vendosi adresën: Rruga “Papa Gjon Pali II”, Pallati 11/1, Apartamenti 11. Kjo adresë ka qenë përdorur deri më 27 prill 2017.
Kompania Artificial Intelligence Business Solutions, shkurt AIBS, ka pasur si adresë të themelimit rrugën “Papa Gjon Pali II”, Pallati 11/1, Hyrja 1, Apartamenti 19, në Tiranë.
Kompania SIRMA, e themeluar në vitin 2017, ka pasur si adresë fillestare Rrugën “Papa Gjon Pali II”, Pallati 11, Apartamenti 11, në Tiranë.
Sipas disa të dhënave që emisioni PLUG mundi të mblidhte në kaq pak kohë, rezulton se në vitin 2016 lidhet kontrata me objekt “Rritja e sigurisë fizike dhe digjitale në shkollat e arsimit të mesëm, ndërtimi i platformës multidimensionale të komunikimit”.
Ofrues i shërbimit: bashkimi i operatorëve FIRST, ABS dhe INFOSOFT.
Vlera e kontratës: mbi 4 milionë dollarë me TVSH.
Gjatë investigimit të kësaj kontrate, PLUG konstatoi një shkelje sa skandaloze aq edhe korruptive.
Në nenin 38.2 të kontratës “Personat e autorizuar për ndjekjen e kontratës” listohen punonjësit e ngarkuar për të ndjekur ecurinë si për palën AKSHI ashtu edhe për palën ABS. Për AKSHI, e dyta në listë është shtetasja Ermonela Kajo.
PLUG investigoi më tej dhe mundi të siguronte një dokument të AKSHI-t ku zonja Ermonela Denaj (Kajo) rezulton të jetë jo specialiste, jo shefe sektori, por Drejtore e Drejtorisë së Sistemeve e-Gov.
Veç pozicionit drejtues pranë AKSHI-t, Ermonela Denaj-Kajo rezulton të jetë edhe kunata e Gerond Meçes, përfituesit më të madh të tenderave të këtij institucioni.
Nga të dhënat e siguruara në gjendjen civile rezulton se Gerond Meçe është i martuar me shtetasen Elinda Meçe (Kajo). Kjo e fundit, prej vitit 2020, mban detyrën e dekanes së Universitetit Politeknik të Tiranës. Bashkëshortja e Gerondit ka tre motra, një ndër to është dhe shtetasja, drejtoreshë në AKSHI, zonja Ermonela Denaj (Kajo).
Shihet qartë që miqësia apo komshillëku në biznes i Gerond Meçes me Armand Frangun krijon mjaft lehtësira, duke të emëruar kunatën drejtoreshë në AKSHI dhe më pas duke të dhënë miliona euro tendera, të cilat i kontrollon po kunata drejtoreshë.
Në nenin 6 të kontratës, të firmosur mes AKSHI-t dhe bashkimit të operatorëve, përcaktohen Praktikat Korruptive, Konflikti i Interesit dhe Kontrolli i Procesverbaleve. Sipas këtij neni dhe nenit 26 të Ligjit të Prokurimit Publik, do të duhej minimalisht të deklarohej konflikti i interesit midis pronarit të kompanisë ABS, Gerond Meçe, dhe Drejtoreshës Ermonela Denaj-Kajo, e cila duhet të monitoronte zbatimin e kontratës nga kunati i saj.
Nuk dihet nëse Ermonela Kajo është emëruar aty me ndikimin e Armand Frangut për të arritur aty ku thotë edhe Ahmetaj, që në institucionin e AKSHI-t për çdo tender vendos ai.
Kjo do të duhet të hetohet nga SPAK, por një gjë është e sigurt: kontratat e kompanisë ABS janë në konflikt të pastër interesi, ndërsa emisioni Plug do t’i drejtohet zyrtarisht me kërkesë Agjencisë Kombëtare të Shoqërisë së Informacionit për procedurat tenderuese të kompanive ABS dhe FIRST.
Për të faktuar lidhjen mes shtetasit Gerond Meçe dhe Armand Frangu, i rikthehemi edhe njëherë projekteve të detajuara në LinkedIn të punonjëses së kompanisë SIRMA, Gloria Avramushi. Për periudhën dhjetor 2017–2019, kompania SIRMA ka zhvilluar sisteme për organizatën jofitimprurëse “Save the Children Albania”.
Shefe finance në këtë OJF është shtetasja Erka Meçe, bashkëshortja e shtetasit Elvis Meçe dhe kunatë e shtetasit Gerond Meçe.
Kjo do të ishte një rastësi e madhe, por dyshimet shtohen pasi kompania SIRMA kishte vetëm pak muaj që ishte themeluar dhe me zero eksperiencë në tregun vendas, ndërsa “Save the Children Albania” është një OJF e themeluar prej vitit 1999 dhe me një eksperiencë të gjatë.
Adresa të njëjta, bashkëpunim, i njëjti staf dhe familjarë në institucionet shtetërore që u japin tendera janë të dhëna që forcojnë dyshimet se kjo nuk është thjesht një rastësi, por i takon SPAK-ut të zbardhë këto lidhje, që vetëm nga investigimi i drejtoreshës së AKSHI-t, Ermonela Denaj-Kajo, faktohet abuzimi me tenderat e fituara nga këto kompani që në total përllogariten në 53 milionë euro.
Emisioni PLUG investigoi edhe akuzën e ish-numrit dy të qeverisë për ngritjen e një zinxhiri kompanish që synimin e vetëm kanë pasur justifikimin e shpenzimeve për milionat e marra nga AKSHI. Kompania AIBS është themeluar në shkurt të vitit 2020 me ortak të vetëm shtetasin Gerond Meçe. Sipas të dhënave të bilanceve të deklaruara në QKB, që në momentin e themelimit AIBS deklaron një xhiro prej 177 milionë lekësh dhe 171 milionë lekë fitim. Në vitin 2021 xhiroja deklarohet rreth 198 milionë lekë dhe 177 milionë lekë fitim. Në vitin 2022 xhiroja rritet në 311 milionë lekë, nga të cilat 301 milionë deklarohen fitim, dhe në vitin 2023 xhiroja është 262 milionë lekë me 185 milionë lekë fitim.

So, to put it more clearly for the public, Gerond Meçe wins public tenders worth 53 million euros with the ABS company. Then, he bills himself about 10 million euros of this money back to the AIBS company. Since this company has no real expenses to declare for the fictitious works, it reports to Taxes and the Central Bank a profit rate of 80 percent, making it a unique company in the market in terms of high profits.
The suspicion that this turnover and profit of 10 million euros is completely fictitious is also raised by the employees of both companies, who turn out to be the same. Gerond Meçe is the owner and employed at both AIBS and ABS. Elinda Meçe (the owner's wife) turns out to be employed in three positions: AIBS, ABS and university dean. Elvis Meçe (the owner's brother) is employed at both AIBS and ABS. The same employment scheme was also used for employees Iva Tarelli, Aneta Deliu, Vanjela Pine, Ibrahim Smoqi, Jorgjis Sollaku, Hariet Bani and Miltiadh Dine.
So, the same owner establishes two companies: with one he wins the AKSHI tenders at very high prices and, in order to increase expenses, he establishes the second company with which he fictitiously increases expenses by about 10 million euros. To make the scheme as credible as possible, he registers 10 employees who actually work for the main company that receives the tenders.
SPAK entered Edi Rama's private kindergarten, AKSHI. But it remains to be seen whether prosecutors will have the courage to tell Albanians who are the actual beneficiaries of millions of euros from AKSHI tenders, or will everything remain with the prescient businessmen. And for this, the audio recording is also valuable, where, according to those who have heard it, Gerond Meçe declares that every tender in this institution is predetermined by Linda Rama, or whether they will manage to guarantee witnesses like Daniel Shima to finally shed light on the corrupt affairs of Edi Rama's private kindergarten./ Syri.net
