MPs and former ministers, 14 officials under SPAK's "loupe"! The Special Prosecution Office confirms investigations into criminal offenses such as corruption, abuse of office and money laundering

The Special Anti-Corruption Structure confirmed yesterday that 14 high-level officials and former officials are currently being investigated, including three MPs, one former MP, and one former minister.
In response to journalists' interest, SPAK announced that the investigations include criminal offenses related to corruption, abuse of office and money laundering. Also, when asked about the possibility of imposing security measures against a minister, SPAK clarified that "a former minister is under investigation."
Meanwhile, regarding the deputies elected after May 11, SPAK has claimed that none of them have been registered as being investigated for criminal offenses so far. Due to investigative secrecy, the names and specific charges against them have not been made public.
The institution has also clarified that during the period 2022–2024, letters of request were sent to foreign authorities to secure additional investigative materials, especially from encrypted applications such as SKY ECC, “EncroChat” and ANOM, used by criminal networks for secret communications. According to SPAK, this international cooperation has helped to solve a number of serious criminal cases in Albania, Europe and beyond.
This data was made public in the recently published “register of requests and responses” for July. The question addressed to the Special Anti-Corruption Structure was how many high-ranking officials and former officials are currently being investigated. And the answer is this: “In total, there are 14 officials and former officials, including 3 MPs, 1 former MP and 1 former minister.”
In addition to this, there is another question addressed to SPAK: "A few months ago you officially confirmed that you have a minister under investigation? Which minister is it and is SPAK evaluating the imposition of a security measure against him/her?" And the answer is short: "A former minister is under investigation." SPAK has not revealed any names.
Meanwhile, another question addressed to SPAK is this: "From the list of deputies who emerged from the May 11 elections, are there any persons under investigation? SPAK answers this question with these words: "The names included in the lists sent have not been registered so far as persons under investigation in the register of notification of criminal offenses, in the Special Prosecution Office against Corruption and Organized Crime . "
Pyetje të tjera që i janë drejtuar SPAK-ut lidhen dhe me krimet zgjedhore. Lidhur me këtë çështje, Prokuroria e Posaçme kundër Korrupsionit dhe Krimit të Organizuar ka konfirmuar se gjatë periudhës raportuese janë administruar 193 materiale kallëzuese që lidhen me dyshimet për krime zgjedhore. 43 prej tyre janë regjistruar si procedime penale, pra kanë kaluar në fazën e hetimit.
Nga 43 procedimet penale të regjistruar për krime zgjedhore: 22 janë iniciuar mbi bazën e referimeve nga Policia e Shtetit. 1 është referuar nga Shërbimi i Kontrollit të Brendshëm të Burgjeve. 9 janë nisur kryesisht nga SPAK. 3 kanë ardhur si rezultat i kallëzimeve nga shtetas të ndryshëm. 3 janë referuar nga Prokuroritë e Rretheve Gjyqësore. 4 janë bazuar në kallëzimet e subjekteve politike. 1 është ndarë nga një procedim tjetër penal.
Nga 43 procedime penale të regjistruara gjithsej rezulton se 39 janë në hetim. 1 procedim penal është dërguar në gjykatë me kërkesë për gjykim. 1 procedim penal është pezulluar. 1 procedim penal është dërguar për kompetencë në Prokuroritë e Rretheve Gjyqësore. 1 procedim penal është bashkuar me një procedim tjetër penal.
Nga totali i procedimeve/hetimeve, 35 procedime janë regjistruar për veprën penale të nenit 328 (korrupsionit aktiv në zgjedhje). 4 procedime janë regjistruar për të dy nenet, respektivisht, sipas nenit 328 me nenin 328/b (korrupsioni aktiv/pasiv në zgjedhje). 1 procedim është regjistruar sipas nenit 328/a (përdorimi i funksionit publik për qëllime politike). 1 procedim është regjistruar për të dy nenet, respektivisht nenit 328/a (përdorimi i funksionit publik për qëllime politike dhe nenit 248 (shpërdorimi i detyrës). 1 procedim është regjistruar sipas nenit 329 (kanosja apo dhunimi ndaj pjesëmarrësve në zgjedhje). 1 procedim i ndarë është regjistruar për të dy nenet, respektivisht, sipas nenit 328 me nenin 328/b (korrupsioni aktiv/ pasiv në zgjedhje).
