
The director of AKSHI challenges SPAK, gives 8.3 million euros to Ermal Beqiri after the inspection of the offices by BKH

The tender for "Improvement of the Treasury System" by the National Information Society Agency (AKSHI) has caused reactions due to the manner in which the winner was announced and the limited number of participants.
The winner was the merger of the operators COMMUNICATION PROGRESS (owned by Gentian Likaj and Enkeleidi Zoraqi) and HORIZON (owned by Ermal Beqiri), with a value of 679,999,999 lek excluding VAT, or about 8.3 million euros including VAT.
The tender limit fund was 750,314,460 lek excluding VAT, so the winning value represents about 90.6% of the limit fund.
The tender was conducted through an open procedure above the high monetary limit and according to the documentation available to JOQ Albania, only four companies participated. Two of them did not submit a bid at all, resulting in a zero value, while the winner offered the highest value of all participants. However, this did not prevent the director of AKSHI, Mirlinda Karcanaj, from declaring Ermal Beqiri and his partners the winner.
Ermal Beqiri, one of the most powerful exponents in the Albanian technology market, has recently come to the attention of SPAK. Confidential sources confirm that BKH officers have carried out inspections at the premises of his company, “Soft & Solution”, regarding the manner in which public contracts were won, including investigations into legal violations, favoritism or manipulation during procurement.
However, although it was controlled by SPAK, this did not prevent Beqiri from benefiting from a full 8.3 million euros in Albanian taxes through AKSH.
