Ulsi's new notaries: The last bargain of a departing minister?

In these days of summer vacation, where the prime minister receives and escorts to the Dhërmi villa various types of people with multi-million dollar interests, for the land, air, sea of Albania, the government jackals, the ministers, stand by him. The entire south, the coast, around the "Sultan's" villa, is filled with them. They are in full physical readiness for every phone call. Ulsi Manja is one of them.

Ready to say "Yes, Boss, I'm right here" at any minute that the "big one" asks, Ulsiu, like a good lamb, shows his devotion to duty every day, which he claims to extend even with "Ramsi 4".

In addition to replicating every news item that Rama posts on his Facebook, Ulsi Manja has been busy on his Facebook all summer. Today, he showed off his ministry's success with the state bailiff service with a status. Ulsi boasts that there have been over 6,800 court decisions executed in seven months, when in fact, the ministry's own advertisement states that 6,825 cases have received "legal solutions."

This is a banal trick that Ulsi Manja and his bailiffs also used with the “execution” of the court decision for “News24”. The journalists were not allowed to enter the workplace or take their belongings, despite the fact that Ulsi’s bailiffs gave a “legal solution” to the court decision, by not executing it. But the trickery of the Criminal Code and the attack of “News24” were used by Ulsi Manja to hide something else – the bargain of notaries who need to be licensed on September 3.

On July 17, 2025, without much fanfare, Ulsi Manja signed an order to open competitions for new notaries in several municipalities across the country. The order was published on July 23, and on July 25, the minister “exploded” the draft of the Criminal Code, which dominated the news for almost two weeks.

In this way, curiosity and attention to the question "What about notaries now?" was avoided.

Some notaries we asked did not know at all that there was an announcement, despite it being published. They spoke out by "showing" us the law. Law 110/2018 on Notaries in article 10 sets the ratio of 1 notary per 15,000 inhabitants, based on the latest INSTAT census.

According to the 2011 Census, Albania had about 2.8 million inhabitants. This translates into a maximum ceiling of about 186 active notaries in the entire country. Meanwhile, the new 2023 Census, yielded even fewer Albanians, only 2.4 million inhabitants.

So, what was Ulsi Manja doing who wanted to "enrich" Albania with other notaries, in the middle of the hot summer of 2025?

According to notary statistics, there are about 450 of them in all of Albania. With this number and according to law no. 110 on justice reform, approved in 2018, the current number is three times higher than what it should be. So, there is room for “pruning” and not for adding notaries. There is also room for fundamental questions about this summer blunder of Minister Manja:

How many positions are currently vacant for new notaries according to the requirements of the law, 1 notary for 15,000 inhabitants?

How will the number of notaries be reduced to "catch" the requirements of the law, when in fact an attempt is being made to increase this number?

The information obtained "by hook or by crook" by representatives of the Chamber of Notaries, led by Ms. Mimoza Sadushi, gives us very suspicious data. About 20 new candidates for notaries have completed an internship and school for more than two years and are ready to take a final exam on September 3.

The exam announced by Ulsi Manja, with the care of someone who does a good job before leaving, while still in office and can successfully complete appointments and licensing.

No one will allude to the rumors of hefty fees to be licensed as a notary (up to 200 thousand euros), to embark on a path that doesn't end on September 3rd anyway.

The law does not even allow Ulsi Manja to introduce notaries into licensed offices. But those who successfully pass the exam that the minister will conduct will wait until "some position" is opened by the new minister, or... Ulsi Manja, a survivor of the Rama 4 cabinet, will change the current law.

However, the notary 'project', even if Minister Manja leaves, will accompany him with a "happy" departure. Not simply because of the "ChatGpt Penal Code" and the legal solution it gave to the case of the News24 journalists, but because it has the opportunity to give the justice system and its cronies a new lease of life... with about 20 more notaries, who will serve an Albania that is increasingly reduced in number.

In the fight against the media and the unquenchable fires throughout the country, it seems that the Rama government, but also the opposition along with it, have not noticed Ulsi's need for new notaries, those he wants to baptize on September 3. Has Ulsi hypnotized everyone?!/ Kapitali.al
