
Kosovo, CEC does not certify Dodik's party, Serbian List, for the local elections on October 12

The Kosovo Central Election Commission has not certified the Serbian List – the largest party of Kosovo Serbs – for the local elections of October 12, 2025.
The recommendation for the certification of the Serbian List, which enjoys the support of Belgrade, received only 2 votes in favor, 2 against and 7 abstentions.
Members of the Vetevendosje Movement at the Central Election Commission (CEC) have opposed the certification of the Serbian List for the October local elections.
Speaking at the CEC meeting, where a vote is expected to be taken on whether or not to certify the largest Kosovo Serb party that enjoys the support of Belgrade, Sami Kurteshi said that over "90 percent of the people on the Serbian List candidate lists are members of parallel Serbian institutions in Kosovo."
Kurteshi has opposed the candidacy of Sasha Milosevic from the Serbian List for mayor of Novo Brdo, saying that he was appointed by the Serbian government as mayor of the municipality of Gjilan, a parallel Serbian municipality.
PDK member of the Central Election Commission, Arianit Elshani, stated that even though all competent institutions have recommended the certification of the Serbian List, his political entity has decided to abstain from voting.
"This information should have been accepted institutionally. We as PDK abstain from certification, we are not for certification. We abstain from voting until we have actions from security institutions that show us the path that should be followed for this party," said Elshani.
Even the AAK member of the CEC, Muharrem Nitaj, has stated that the documents possessed by LVV and Sami Kurteshi should have been sent to the responsible institutions.
"The secretariat says that this political party meets the criteria based on the information they have received from the responsible institutions."
The issue has also received international attention.
An American diplomat has expressed concern about trends that, according to her, aim to ban Serbian parties from participating in elections.
"All citizens of Kosovo should have the full opportunity to elect their representatives. It is important that Kosovo Serbs are included in this process. We are concerned about any attempt to limit their elections," she stated, emphasizing that she has made these positions known to the acting prime minister.
